Education & Career

Mr. Baijal is a Mechanical Engineer from I.I.T. Roorkee, and was a Visiting Fellow at Queen Elizabeth House, Oxford University from 1987 to 1988.

Mr. Baijal has spent several years with the Government of India, first as the Joint Secretary, Ministry of Steel where he assisted the central government in setting up the Vishakapatnam steel project. He then became Joint Secretary, Ministry of Power, followed by Secretary, Ministry of Disinvestment where he laid down a gamet of rules for privatization, standardized privatization procedures, share purchase and share holding agreements etc.

Mr. Baijal became the Chairman of the Telecom Regulatory Authority of India (TRAI) in March 2003. During his tenure, TRAI articulated and adopted pro-development and consumer-friendly regulatory practices and made important recommendations on the growth of telecom services in rural India. Under his leadership, TRAI also urged the industry to think of next generation telecom networks. Baijal, directly dealt with a variety of key issues impacting the telecom industry in India, including changes to the Access Deficit Charge (ADC) and unified licensing.

Currently, he advises a large number of countries in Africa and South East Asia on telecom and ICT reforms on behalf of the World Bank and ITU. As Director of Noesis, a company he started with other experts, he also advises many country regulators, telecom companies, and investment banks.

Mr. Baijal is a prolific writer and has written several papers published in Economic & Political Weekly, Business Standard, Times of India, and Harvard Business Review, among others.

Boards

He is an independent Director in Nestle, GVK and Jindal Infrastructure; and is on the Power Advisory Committee of IDFC and a monitoring committee on large projects in IOC.
